Changing your gender and name, an X in your passport, diplomas, and what to do about discrimination.

Documents

Changing gender on your birth certificate

  1. Expert statement

From the gender team of Amsterdam UMC, Radboudumc or UMCG, or an expert designated by CIBG. No older than 6 months. Cost € 315 at Amsterdam UMC (2023).

  2. Municipality

Apply at the municipality where you were born; born abroad: The Hague (online). The change itself is free, from age 16.

  3. New documents

Updated within 6 weeks, then the population register follows. Your old passport, ID and driving licence become invalid; you pay for new ones. You can change your first names in the same procedure.

Law

X and self-identification

The self-identification bill was withdrawn in August 2025. The government is exploring a simpler procedure, but there is no new bill yet. An X in your passport is only possible via a court, with a lawyer: 3 to 9 months, € 300 to € 2,000. About 300 people have an X. In May 2026 the Limburg court granted an X without an expert statement.

Education

Diplomas

After an official name change you can request a replacement diploma from DUO (secondary school) or your institution. With a gender change this is free at DUO.

Rights

Discrimination and work

The law protects you

Since 2019 the Equal Treatment Act also prohibits discrimination based on gender identity, gender expression and sex characteristics.

Report

Report discrimination: 0800-0880 or discriminatie.nl. A ruling by the Netherlands Institute for Human Rights is free. Anonymous: 0800-7000.

Work

Absence due to surgery falls under sick pay. Dismissal because of transition is discrimination. There is no statutory transition leave; some employers arrange it.
